Windesheim University of Applied Sciences, (Netherlands)

Arnout de Leeuw is a strategic thinker with extensive experience in higher education and the public sector. He currently leads the Policy & Quality department at Windesheim University of Applied Sciences, where he advises at board level. In this role, he is responsible for quality assurance, policy development, institutional research, legal matters and strengthening regional and international partnerships.

Previously, he held several positions within Windesheim, including Senior Lecturer in Law and Manager of the Law Program. Prior to that, he worked as a Senior Legal Counsel in Civil and Business law.

Arnout holds a Master of Laws from the University of Groningen and combines his legal background with strong expertise in governance, organizational development, and quality assurance. He is known for being analytical, connecting, and results-oriented, with a strong focus on the societal value of education.

In addition to his professional work, he is active in governance and supervisory roles in both education and politics.
